General Description
Provides administrative oversight to all staff assigned to the Youth Crisis Outreach Team. Promotes a work environment that encourages teamwork. The Program Manager of Youth Crisis Outreach Team is responsible for implementation, administration, management, supervision, and policies and procedures. The administrator manages day-to-day functions of the YCOT Program. Responsibilities include program(s) implementation, management, supervision, and enforcement of policies and procedures that enable consumers access appropriate services as needed. This position also provides clinical leadership and support to program staff through case staffing, clinical consultation, onboarding support, and ongoing training for new employees to ensure quality service delivery and adherence to agency standards. The Program Manager may participate in after-hours on-call rotation to support crisis operations and staff as needed. The program manager will also hold a caseload and provide therapy and crisis counseling (5-10 patient caseload).
Work involves developing and maintaining professional contact with clients, client families, and service providers for medical, social, educational, psychiatric, and related service needs in order to specifically reduce client crisis experience. The Crisis Clinic is operational 24 hours a day, 7 days a week, 365 days a year.
This class works independently, under limited supervision, reporting major activities through periodic meetings. This position reports directly to the Director of Crisis & Emergency Services.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position, as necessary.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates operationally with the Mobile Crisis Outreach Team and Crisis Intervention Team, Crisis Intervention Services IDD-MH, and Crisis Hotline under the Crisis & Emergency Services Division, monitors the efficient navigation and transition of patients within the Crisis continuum of care.
- Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Provides administrative and clinical supervision to Program Staff to manage day-to-day progress with services provided.
- Responsible for interactions with other agencies and organizations. Provides training to community, law enforcement agencies regarding mental health issues.
- Ensures regulatory documentation via monthly compliance audits. Provides on-going training and monitoring of necessary clinical paperwork and develops plans of improvement when paperwork/performance audits are below acceptable standards.
- Participates in after-hours on-call rotation to provide operational and clinical support for crisis staffing needs, and program consultation as needed.
- Provides clinical staffing and case consultation to staff to ensure appropriate interventions, continuity of care, and adherence to clinical best practices.
- Assists with onboarding, training, mentoring, and development of newly hired staff, including ongoing training related to crisis response, documentation, and program workflows.
- Ensures facility is functional, maintained, and in compliance with safety regulations.
- Assists with data collection in order to observe consumer call trends and improve service provisions and operational coordination.
- Maintains compliance with all Joint Commission, Texas Health and Human Services, American Association of Suicidology, and Certified Community Behavioral Health Clinic (CCBHC) training requirements relevant to job duties.
- Performs other duties as assigned.
Minimum Education and Experience Requirements
Requires a Master's degree in Psychology, Social Sciences or related behavioral field supplemented by three (3) years of progressive clinical, crisis intervention, field case work, and two (2) years of supervisory experience; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
Experience with trauma-informed services; cognitive behavioral therapies, including Dialectical Behavioral Therapy (DBT); and motivational therapies including the use of incentives, preferred.
Required Knowledge and Abilities
Knowledge of trauma-informed theories, principals, and practices (includes multi-faceted understanding of concepts such as community trauma, intergenerational and historical trauma, parallel processes, and universal precautions), preferred.
Physical Demands
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Special Certifications and Licenses
- Requires Licensed Professional Counselor Associate (LPC-A) Texas Licensure or Licensed Master Social Work (LMSW) Texas Licensure.
- Must be able to be credentialed as a Licensed Practitioner of the Healing Arts (LPHA) in the timeframe designated by EHN.
- Must possess and maintain a valid state Driver's License with an acceptable driving record.
- Must be able to pass a TB, criminal background, and drug screen.
