General Description

The purpose of this job is to oversee the infrastructure that coordinates necessary resources for patients enrolled in Adult Behavioral Health case/care management services. This infrastructure may include adequate clinical, behavioral, acute/chronic, and social care services between internal and external networks. The Director will provide leadership over the Adult Behavioral Health case/care management department to ensure proper resource management and the delivery of quality and effective care.

This class works under general supervision, independently developing work methods and sequences. Directly reports to the Chief of Adult Behavioral Health.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, completing employee performance appraisals, and document audits.
  • Responsible for personnel processes including hiring, evaluations, counseling, coaching, and staff development.
  • Responsible for planning, directing, implementing and coordinating the Case Management efforts for Adult Outpatient Behavioral Health.
  • Plan short and long-term goals and objectives for the Adult Outpatient Case Management; including but not limited to review analyses of activities, costs, operations, and forecast data to determine progress towards stated goals and objectives.
  • Compile and review multiple reports on work function activities for operational efficiency purposes, financial tracking purposes, and for process improvement to identify trends, assist in financial forecasting, and make recommendations that influence the annual budget.
  • Participates in budget creation and expense management.
  • Oversee the coordination of patient care by monitoring and evaluating processes and services utilized to meet an individual's needs.
  • Develop, review, monitor and evaluate policies and procedures, protocols and standards in Adult BH Case Management.
  • Plan and manage methods to measure, assess and identify opportunities to improve the performance of Adult Case Management.
  • Ensure that all activities and operations are carried out in compliance with local, state, and federal regulations, Joint Commission standards, EHN Compliance Plan and all laws governing healthcare operations.
  • Support EHN's Continuous Quality Improvement Plan and measures effectiveness on that plan to demonstrate clinical excellence;
    Through communication and collaboration, promote quality patient care and cost-effective outcomes.
  • Performs other duties as assigned.

Minimum Education and Experience Requirements

Requires a Bachelor's degree, Master's degree preferred, in Behavioral Health, Psychology, Social Sciences or related behavioral field, supplemented by six (6) years of direct casework/case management experience and four (4) years of supervisory experience required; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

Experience with trauma-informed services; cognitive behavioral therapies, including Dialectical Behavioral Therapy (DBT); and motivational therapies including the use of incentives, preferred.

Required Knowledge and Abilities

Knowledge of trauma-informed theories, principles, and practices (includes multi-faceted understanding of concepts such as community trauma, intergenerational and historical trauma, parallel processes, and universal precautions), preferred.

Physical Demands

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Special Certifications and Licenses

  • Must be able to be credentialed as a Qualified Mental Health Practitioner Community Service (QMHP-CS) within the time limit designated by EHN.
  • Must possess and maintain Adult Needs and Strengths Assessment (ANSA) certification.
  • Texas Therapist Licensure (LPC, LCSW, or LMFT) preferred, but not required.
  • Must possess and maintain a valid state Driver's License with an acceptable driving record.
  • Must be able to pass a TB, criminal background and drug screen.
