General Description
The position of Evaluations Assistant will collaborate with the Local
Project Director and Director of Children and Adolescent (CAD) Clinical
Operations to coordinate collection of the Center for Mental Health Services
Child Outcome Measures for Discretionary Programs, as well as coordinate with
the state level Family Engagement Specialist and Youth Engagement Specialist to
facilitate youth and family member focus groups for evaluation of the system of
care. The Evaluation Assistant will also
contribute toward quarterly progress reports to the Texas Health and Human
Services Commission (HHSC). The Evaluations Assistant will promote mental health services for youths and young adults that
are culturally informed, reduce behavioral health disparities and
promote family and youth in decision making. This position will build
awareness and a strong voice for children's mental health in the El Paso
community, emphasizing peer support services for youths, caregivers, and
families.
This class works under general supervision,
independently developing work methods and sequences. The incumbent will report
directly to the Director
of CAD Clinical Operations.
Duties and Responsibilities
The functions listed below are those
that represent the majority of the time spent working in this position.
Management may assign additional functions related to the type of work of the
position as necessary.
- Supervises, directs, and evaluates assigned staff,
processing employee concerns and problems, directing work, counseling,
disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes
work schedules; maintains standards; monitors status of work in progress;
inspects completed work assignments; answers questions; gives advice and
direction as needed.
- Meets deliverables in contract with HHSC.
- Participates in project workgroups and supports team efforts.
- Engages family members and youth in evaluation activities, including
discussion of informed consent.
- Notifies clinicians of deadlines for the Center for Mental Health
Services Child Outcome Measures for Discretionary Programs.
- Collects Center for Mental Health Services Child Outcome Measures for
Discretionary Programs and provides completed data collection forms to the
Texas Institute for Excellence in Mental Health within three business days of
data collection.
- Collaborates with state-level Family Engagement Specialist and Youth
Engagement Specialist to facilitate youth and family member focus groups for
evaluation.
- Contributes toward quarterly progress reports to HHSC.
- Conduct monthly clinical supervision with direct care staff as
per the Texas Administrative Code and/or other accreditations, governing
agencies. This includes reviewing the staff's professional and productivity
goals monthly.
- Supervise
youth peer support specialist(s) and school-based family partner(s) at the
child and adolescent outpatient clinic.
- Maintain certifications necessary to supervise youth
peer support specialist(s) and school-based family partner(s) at the child and adolescent outpatient clinic.
- Support youth peer support specialist(s) and school-based family
partner(s) to maintain healthy boundaries and ethical guidelines appropriate
for peer support work.
- Identify and
implement projects and training to educate CMH staff about the benefits of
youth peer support services and the internal referral process for linking
existing clients to youth peer support services. Promote
system of care values and principles to CMH staff and community partners to
encourage youth voice and engagement at local and state levels.
- Identify
and strengthen policies and practices to support a strong system of care
infrastructure.
- Perform other duties as assigned.
Minimum Education and Experience
Requirements
Requires
a bachelor's degree in behavioral health, Psychology, Social Sciences or
related behavioral field, supplemented by two (2) years of direct casework/case
management experience and one (1) year of supervisory experience; or possession
of any equivalent combination of education, training, and experience which
provides the requisite knowledge, skills, and abilities.
Required Knowledge and
Abilities
Knowledge
of trauma-informed theories, principles, and practices (includes multi-faceted
understanding of concepts such as community trauma, intergenerational and
historical trauma, parallel processes, and universal precautions), preferred.
Physical Demands
Performs
sedentary work that involves walking or standing some of the time and involves
exerting up to 10 pounds of force on a regular and recurring basis or sustained
keyboard operations.

Special Certifications
and Licenses
- Must possess and maintain Qualified Mental Health
Professional-Community Service (QMHP-CS) certification.
- Must possess and maintain a valid state Driver's
License with an acceptable driving record.
- Must be able to pass a TB,
criminal background, and drug screen.
