General Description
This position will assist with screenings, diagnostics, admissions, and discharges. The COS is responsible for providing active treatment, including individual and group psychoeducation, crisis counseling, and substance use counseling for populations eligible under TAY and CSC. Additionally, the COS will conduct outreach and education to community partners, agencies, educational staff, families, and program participants. Staff will communicate the agency's role in delivering services to target populations.
This class works under close to general supervision according to set procedures but determines how or when to complete tasks.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- In partnership with the Coordinated Specialty Care Supervisor, Program TAY Supervisor and team, conduct outreach and recruitment activities in El Paso and surrounding areas and assist with the development of outreach efforts.
- Identify and engage community partners in disseminating recruitment materials to the target population.
- Contact the target population using multiple methods, including in-person (e.g., home visits), phone, and electronic (e.g., computer/text/app usage).
- Create presentations to diverse groups
- Attend community meetings with the goal of engaging community partners and identifying the target population.
- Enroll target individuals and their families in the program (i.e. completing screenings, uniform assessments, and other agency-required intake methods).
- Conducts therapy and crisis intervention to assist consumers in reaching goals and provides necessary counseling and guidance to support behavioral changes using Evidence-Based Practices. Crisis intervention for ensuring clients' safety and referral to the appropriate level of care.
- Documents services performed for billing purposes as well as therapeutic consistency.
- Prepares Person Centered Recovery plans and reviews in order to determine therapeutic goals and maintain consistency between sessions.
- Determines therapeutic needs and severity of symptoms for treatment and to meet regulatory requirements for the state, including use of the Diagnostic and Statistical Manual of Mental Disorders 5th Edition (DSM-V) for development of differential diagnosis.
- Participate in training to maintain state and organizational requirements as well as professional development to ensure best practices with consumers.
- Obtains, organizes, reports, and communicates data regarding Clinic outcomes and departmental deficits on an ongoing basis.
- Performs other duties as assigned.
Minimum Education and Experience Requirements
Requires a master's degree in psychology, Social Work, Social Sciences, or related behavioral field supplemented by one (1) year of clinical services experience; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
Experience with trauma-informed services; cognitive behavioral therapies, including Dialectical Behavioral Therapy (DBT); and motivational therapies including the use of incentives, preferred.
Required Knowledge and Abilities
Knowledge of trauma-informed theories, principals, and practices (includes multi-faceted understanding of concepts such as community trauma, intergenerational and historical trauma, parallel processes, and universal precautions), preferred.
Physical Demands
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Special Certifications and Licenses
- Requires Licensed Professional Counselor Associate (LPC-A) Texas Licensure or Licensed Master Social Work (LMSW) Texas Licensure.
- Must possess and maintain a valid state Driver's License with an acceptable driving record.
- Must be able to pass a TB, criminal background and drug screen.
