General Description

The purpose of this job is to lead and direct the development of all application systems within Emergence Health Network, including enterprise and end user computing systems, which include Medical Records, Health Information Management, and Data Analytics. Work responsibilities extend to leading, planning, directing, and controlling the efforts of project application teams in designing, implementing, and maintaining mission critical data processing and information systems.

The incumbent is responsible for scheduling and overseeing the daily operations of the division, as well as ensuring a stable and available computer environment through data management, systems performance, hardware and operating software maintenance, security and user administration, and disciplined practices and procedures within operations.

This class works independently, under limited supervision, reporting major activities through periodic meetings with executive leadership. This position reports directly to the Chief Executive Officer (CEO), providing regular updates on strategic initiatives, system performance, and operational priorities.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position, as necessary.

  • Provides direct supervision, leadership, and performance management for assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Maintains an active role as advisor to the CEO regarding division operations, strategic initiatives, and emerging technology opportunities ensuring continuous flow of information to support strategic planning and organizational growth.
  • Manages the people, processes, information technology systems, health information data assets, and operational resources needed to support organizational goals and objectives.
  • Adheres to HIPAA and cybersecurity guidelines to ensure regulatory compliance, mitigate risk and protect organizational data and systems.
  • Provides leadership in the critical strategic, technical, and operational initiatives, spanning information technology and consumer experience.
  • Delivers services leveraging emerging and innovative technologies, including business intelligence, dashboards, and healthcare wearables.
  • Develops center-wide policies, procedures, and standards; review data analysis, make recommendations to improve efficiency, performance, and service delivery.
  • Develops sound divisional budgets and allocates Health Information Technology (HIT) resources to maximize operational impact and return on investment.
  • Performs other duties as assigned.

Minimum Education and Experience Requirements

Requires a Bachelor's Degree (Master's strongly preferred) in Information Technology, Computer Science, Engineering or related field supplemented by eight (8) years of progressive supervisory experience in information technology for a large network system, hospital or clinic; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

Experience with trauma-informed services; cognitive behavioral therapies, including Dialectical Behavioral Therapy (DBT); and motivational therapies including the use of incentives, preferred.

Required Knowledge and Abilities

Knowledge of trauma-informed theories, principals, and practices (includes multi-faceted understanding of concepts such as community trauma, intergenerational and historical trauma, parallel processes, and universal precautions), preferred.

Physical Demands

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Special Certifications and Licenses

  • Must possess and maintain a valid state Driver's License with an acceptable driving record.
  • Must be able to pass a TB, criminal background, and drug screen.
