General
Description
The position of a CORE Caseworker is to assist El
Paso's law enforcement officers more effectively to manage a mental health
crisis for off-site calls. This is accomplished by the Specialist working on
stabilizing and assessing the individual via a tablet/iPad while located at the
Emergence Health Network (EHN) crisis call center. The Specialist will complete
a brief video assessment of the individual in crisis and offer intervention
suggestions. CORE Caseworkers will be working a four (4) by ten (10) shift with
three (3) consecutive days off on a rotating shift Sunday through Saturday.
Hours of operation are from 8:00 am to 10 p.m., Monday through Friday and 10:00
a.m. to 8:00 p.m. on Saturday and Sunday.
The position works under
general supervision, under police guidance and protection, and with moderate to
higher latitude for the use of initiative and independent judgment while
operating in the field.
Duties
and Responsibilities
The
functions listed below are those that represent the majority of the time spent
working in this position. Management may assign additional functions related to
the type of work of the position as necessary.
- This
position is under the general supervision of the CORE Program Manager.
- The
Specialist will respond to mental health (MH) crisis calls via the use of a
tablet/iPad and provide off-site emergency screening assessments and rapid
crisis intervention and crisis management to individuals experiencing a
behavioral or emotional crisis with the potential for life threatening behavior
and/or acute psychiatric crisis that Law Enforcement is responding to.
- Is available to the El Paso Police Department Special Weapons
and Tactics (SWAT)/Crime of Moral Turpitude (CMT) calls to provide support and
a history on the individual.
- Reports
to a designated call center and completes assessments as indicated by team
management.
- Staff
all screenings with Administrator on Duty, clinician, and or Practitioner on
call to provide the most appropriate disposition based on the client's
individual needs, communicates disposition to the manager on shift and the
Crisis Hotline.
- Links
consumer to immediate crisis stabilization and intervention services under the
Crisis & Emergency Services (CES) division when required.
- Provides
client tailored community referrals and linkage to assist the client in meeting
individual needs and psychosocial requirements, to include psychiatric needs.
- If
inpatient stabilization is needed, provides ongoing
coordination with psychiatric facilities.
- Documents
any service delivery, intervention conducted, communication with others to
include outside agency personnel with rationale for intervention, date, time,
name of person spoken to, and purpose.
- Reviews
clinical documentation for quality, completeness, and timeliness.
- This
position requires flexibility for work scheduling purposes and requires
on-going cross training that involves changes in police or clinical operating
procedures to effectively accomplish position duties and meet performance
outcomes.
- Complies
with all additional unit training(s) as designated by unit and center
management.
- Exemplifies
teamwork through effective communication, cooperation, respect and dignity
towards clients, co-workers, collaborating agency staff, outside agency
personnel, and EHN staff.
- Performs
other duties as assigned.
Minimum
Education and Experience Requirements
Requires a Bachelor's degree, Master's degree preferred, in
Psychology, Social Sciences or related behavioral field supplemented by two (2) years of progressive clinical
services, crisis intervention services, crisis counseling, field casework; or
an equivalent combination of education, training and experience that provides
the required knowledge, skills and abilities.
Experience
with trauma-informed services; cognitive behavioral therapies, including Dialectical
Behavioral Therapy (DBT); and motivational therapies including the use of
incentives, preferred.
Required
Knowledge and Abilities
Knowledge
of trauma-informed theories, principles, and practices (includes multi-faceted
understanding of concepts such as community trauma, intergenerational and
historical trauma, parallel processes, and universal precautions), preferred.
Physical
Demands
Performs field work that involves walking or standing some of the
time and involves exerting up to twenty-five pounds of force on a regular and
recurring basis or sustained keyboard operations.

Special
Certifications and Licenses
- Must be able to be credentialed
as a Qualified Mental Health Practitioner Community Service (QMHP-CS)
within the timeframe designated by EHN.
- Must possess and maintain a
valid state Driver's License with an acceptable driving record.
- Must be able to pass a TB,
criminal background, and drug screen.
